The dog walker said his own dog drew his attention to the abandoned canine, which was struggling and mewling in bags left near the railway tracks in the small city of Vineland.
Newsweek reports that the dog owner brought “Coco” — a year-old female chihuahua — to the South Jersey Regional Animal Shelter, where the bags holding the dog were carefully cut off.
“Inside was a young female Chihuahua. She and the bags she was in were soaked with urine,” the shelter posted on social media.
“Coco was visibly shaken and lucky to be alive.”

The dog was held in a small duffel bag that had been placed into a tightly-tied plastic bag; Coco was gasping for breath when the animal shelter got her free and was unsteady on her legs.
“We are sickened by a blatant act of animal cruelty that occurred to a sweet and innocent little Chihuahua,” said the shelter.
The animal shelter has reported this “horrific act of cruelty” to the police and have offered a reward of $1,000, “for information leading to the arrest and conviction of Coco’s abuser.”
